Many citizens were disappointed by the Treaty of Portsmouth, which did not grant Japan any reparations.
Then, the anger of people exploded causing so-called "the Hibiya riots".
The protest meeting participants turned into a mob burning out the official residence of Minister of Home Affairs, Kokumin Shinbun which was regarded as a pro-government newspaper company, police stations and so on.
